ROW Permits are required for any use or occupancy of the public right-of-way. This includes but is not limited to, temporary parking permits, driveway access for loading or unloading trucks, construction/moving activities that require lane closures or sustained work locations in the street, and utility installations (including new connections to existing structures).

A ROW permit provides the opportunity for City staff to review with an applicant their proposed activity and the current conditions of the row permits at that location. This helps the City confirm that the activity will be conducted safely and that there are no issues with acceptable working hours, lane closure limitations or restoration requirements once the activity is completed.

It also provides the opportunity for applicants to learn what other activities are taking place in the ROW, how they may impact that activity and if there are any special restrictions, limitations or concerns that may apply. This allows them to plan accordingly, avoid potential conflicts and make any necessary adjustments to their work plans to help ensure their activities are successful.

The ROW Permit application is designed to help applicants create their community identities, easily and efficiently apply for the correct ROW permit(s), quickly track permit status and more. It uses a simple, user-friendly ArcGIS platform that allows users to work with applications and forms, projects, maps, feature layer views, feature layer maps and a permit notebook.

A ROW Permit is a revocable license. It does not convey any interest or vested rights in the District’s right of way and it may be revoked at any time for any reason.

It is the responsibility of the permit applicant to understand that if they do not comply with the terms and conditions of their ROW Permit, the City can revoke it. This is why it is important for applicants to fully read and understand the conditions of their ROW Permit and keep a copy with them at all times.

Typically associated with a Commercial or Residential Building Permit. This work is typically done by contractors hired by the Property Owner.

This type of permit is issued for work needed to be performed during the daytime to maintain safe and efficient traffic flow, repair damaged ROW infrastructure and/or restore a road surface. It is typically for temporary work such as repair of storm drainage, connection of private drains to the City’s ROW infrastructure and new utility connections. Unless otherwise noted on the permit, this work is not permitted after hours, on weekends or holidays. Exceptions to this rule must be approved by the Engineering Department.
